SEMAPA, an urban development company, was tasked with the operation by the Paris municipality in February 1991. Since May 2008 its chairman has been Jérôme Coumet, mayor of the 13th arrondissement. Jean-François Gueullette has been the managing director since 1 July 2008. Its board of directors includes representatives of the municipality of Paris (majority shareholder with a 57% stake), the SNCF (20%), the RIVP – Paris building authority - (10%), the State (5%), the Ile-de-France region (5%) and various shareholders (3% stake). To fulfil its remit, SEMAPA can count on sixty or so development professionals (financial, engineers, technicians, architects, urban planners, legal experts, etc.) who are responsible for managing technical and legal aspects while interfacing with local associations and residents.
SEMAPA has conducted three other operations in the 13th (Gandon-Masséna, Chevaleret-
Jeanne-d'Arc and Château des Rentiers) representing over 2,000 housing units, offices, public amenities (day-care-centres, schools, etc.) and commercial outlets. It was also appointed by the Council of Paris to oversee development of the Gare de Rungis ZAC (mixed development zone), Joseph Bédier-Porte d'Ivry and to conduct the GPRU (major urban renewal project) for the Olympiades "extended stadium" operation. Finally, the Ile-de-France Region has tasked SEMAPA with acting as owner agent for INALCO.
